I bought a new Samsung Galaxy Tab 4 and the scrabble game loads fine but on my rack there are no letters showing. If I hit the scramble key for one sec they will show up but need the letters on the rack to show.

Most likely this is caused by bugs in the application and because the game is not fully optimized to run on the Android version that is installed on the Galaxy Tab 4 device.
Typically, you should wait for an update or report the bugs and issues to the developer through its Play Store page, if it even exists anymore and then reinstall or play something else until it's updated.
However, the app on Windows was discontinued, therefore you have to avoid that.
Why is this scrabble game free? I had the original version from 2008 from Gamehouse. My computer crashed recently and I lost it. Gamehouse no longer has it. I have been looking for it and this is the first time I have seen it on-line. What risk is there to this download? Also, does it have the option of 25-minute timed tournament style play?

This version of Scrabble that is reviewed on Software Informer was actually discontinued. This means that there is no way to download it anymore, however, you have the possibility to obtain alternatives from the same database. If you want only the free games, simply tick the Free only option next to the search field.
The latest version was 2.6 but you can't get it any more because it has been discontinued by the developer. You can not download any other versions. Try uninstalling the application and then installing it again. This should fix it.
Version 1.0 was shipped with the original dictionary. The problem is that you cannot use another updated dictionary because the version 2.6 has been discontinued by the developer. In general, the product is not available for downloading anymore.
If you have problems removing the application, you can try using Revo Uninstaller. Even if it can't uninstall the application normally, it will force it to uninstall by wiping out all traces of its presence from the system.
